Racing Commission's Protocols For 'Retired Horses'

The Jamaica Racing Commission wishes to inform all stakeholders that, in accordance with our established policies, we will no longer utilize the term "culling." Moving forward, we will refer to affected racehorses as "Retired Horses." This change pertains specifically to the retirement of non-performing and chronically lame racehorses, as outlined below:

 Eligibility for Retirement:

   - Horses that are eight (8) years old and older, which have not earned a purse of One Hundred and Sixty Thousand Dollars ($160,000.00) in the twenty-four (24) months preceding December 31 of the year of retirement; and/or

   - Horses of any age reported by the Commission’s or Track’s Veterinarians as being chronically lame, posing a risk to their safety, the safety of their riders, and the safety of other horses and riders during races.

Retirement Deadline:

   - Horses will be officially retired on or before December 31 of each racing season.

 Restrictions Post-Retirement:

   - Horses that are retired will not be eligible to enter or participate in any races starting in the new racing season, effective January 1.

The following horses are hereby retired in accordance with the criteria outlined in section 1, and will not be eligible to race effective January 1, 2026:

  1. Listed below are 2024 Culled Appeals who were granted one (1) year probation period which are subjected to Veterinarian evaluation as of January, 2026

 The appeal process is outlined as follows: You have until Thursday, January 15, 2025, to submit your appeal in writing, addressed to the General Manager, Richard Longmore. Your appeal must include a report from your attending veterinarian indicating that the horse in question is racing sound and capable of being competitive (except the Commission’s and Track Veterinarian.

Upon receipt of this information, the Commission’s Veterinarians will assess the horse and, along with the Stewards, provide reports to the General Manager. This report will be used for the Board of Commissioners’ final decision. The outcome of this process will be communicated to you and the promoter.

  1. 29 horses culled from racing..back in the day when settlers classification was around (1960s) these were the horses that made up the very bottom of racing worst performers, does the JCF still has the mounted troop ..then some will find very good retirement.
