KINGSTON, Jamaica – In a letter to the Chairman of the Jamaica Racing Commission (JRC), Clovis Metcalfe, the Jockeys’ Agents Association has called for a full and formal investigation into the conduct of the panel of stewards, who presided into a jockeys’ hearing held on Tuesday, August 12, 2025.
The letter under the signature of Jockeys’ Agency Association, Donovan Wilson also called for the stewards in question at the hearing be removed from frontline and officiating duties with immediate effect, pending the outcome of the investigation.
The letter to the JRC chairman was accompanied with the petition signatures of several agents and jockeys.

Subject: Urgent Request for Investigation and Temporary Removal of Steward Panel from Frontline Duty
Dear Chairman Metcalfe,
As President of the Jockeys' Agents Association of Jamaica, we are writing to urgently request that the Jamaica Racing Commission launch a formal investigation into the conduct of the panel of stewards who presided over a meeting involving a jockey on Tuesday, August 12, 2025.
Concerns have been raised regarding the manner in which the proceedings were conducted, including issues related to fairness, adherence to established protocols, and the overall treatment of the jockey involved. These concerns have caused considerable unease within the jockeys' and agents' community and cast doubt on the integrity of the stewarding process.
In light of the seriousness of these concerns, we are formally requesting the following:
- That a full and independent investigation be conducted into the actions and decisions of the stewards involved in the August 12 meeting.
- That the stewards in question be removed from frontline and officiating duties with immediate effect, pending the outcome of the investigation. This is essential to preserve the integrity of ongoing race meets and to maintain public confidence in the Commission's oversight.
If the stewards in question are not taken off frontline duty during the course of this investigation, we will be left with no choice but to escalate this matter to the Honourable Minister of Finance, Hon. Fayval Williams, under whose portfolio the Jamaica Racing Commission falls. The confidence of stakeholders in this industry cannot be compromised, and we are committed to ensuring accountability at every level.
We firmly believe this is a necessary step to ensure transparency, fairness, and the continued credibility of the Jamaica Racing Commission's operations.
