Jockey Ryan Moore was suspended for one day and fined $20,800 for his ride on Auguste Rodin in the Breeders’ Cup Turf after breaking Horseracing Integrity and Safety Authority rules for use of the riding crop.
Stewards ruled that Moore exceeded the allowed limit of strikes from the crop by one, according to a Sunday ruling, number LATC055 (2023). The ruling was previously reported by Steve Andersen of Daily Racing Form. Under the ruling Moore was also suspended one day, which he will serve Sunday, and was assigned three violation points.
Under HISA rule 2282, a class 3 violation describes an infraction when a jockey strikes a horse one to three times over the limit. The limit, as defined under rule 2280, is six strikes. For a violation in this category, a jockey is fined $250 or 10 percent of their share of the purse, whatever is greater. In a Class 3 violation, the horse is not disqualified nor is the base purse of the race redistributed.
A revised rule with a sliding scale of jockey fines based on race purses was proposed in September, but is not in effect yet. For races with purses of $500,000 or more, the fine for a class 3 violation under that proposed revision is $1,000 or 10 percent of the jockey's share of the purse. With a $208,000 share of the Breeders' Cup Turf winnings, Moore's $20,800 fine would be the same under those proposed rules.
