KINGSTON, Jamaica - The regulatory agency of local horse racing, the Jamaica Racing Commission has amended Rule 55 A (7), to make it compulsory for horses placed on the vet’s list to serve a minimum of seventy per cent of their time on the list.
The amendment to Rule 55 A (7) now reads:
Rule 55 A (7) of the Racing Rules as amended is further amended by inserting after the words "ready for racing" in the penultimate line the words "and provided that at least seventy per cent of the time that the horse was placed on the Veterinarian's List has expired" so that the amended rule 55 A (7) reads as follows: —
The Commission's Veterinarian shall keep the Veterinarian's List upon which shall be entered the name of any horse which a Commission's Veterinarian or any official Veterinarian at the meeting considers unfit, unsound or not ready for racing or that has returned from a race unsound.
When the Stewards order or grant permission for a horse to be declared as a non-starter for a race for reasons having to do with the physical condition of the horse or where a horse is withdrawn from a race for which he had been declared a runner for reasons having to do with the physical condition of the horse any such horse as aforesaid shall be placed on the Veterinarian's List.
During the time a horse's name is on the Veterinarian's List, he shall not race in Jamaica. Only a Commission's Veterinarian shall remove a horse's name from the Veterinarian's List, and he shall do so only when, in his opinion, the horse is fit, sound and ready for racing and provided that at least seventy per cent of the time that the horse was placed on the Veterinarian's List has expired and in such a case he shall issue a Fitness Certificate in respect of the horse.
